Make My Magento Theme Responsive

My website needs to be able to function on the mobile side. Right now it isn't responsive and user-friendly for mobile users. I need someone to create full responsive and mobile friendly theme to integrate with my Magento based website. This includes Contact pages, login page, register page, category page, product page, policy page, product review page.

I have a design made that I want it to look like and the whole goal is to get the customers on my website that are using mobile devices to be able to check out using paypal.

As you can see from the uploaded pictures my design is very simple but will be effective.

Requirements

You need to be able to program correctly
You need to be able to create mobile friendly, responsive coding.
You need to make the pages exactly as I want them made with unlimited revisions until IM satisfied.
You need to be able to work Magento code, blocks and files.
You need to make this mobile responsive theme fully compatible with the whole magento process of how customers can check out, read descriptions, reviews, look at images.
You need to include a product slider on home page.
My customers must be able to check out.
Paypal must work with the design.
Customers must be able to login & register the regular ways or with social media accounts.
Theme Must be completely functional as website theme would.
