It Would Be Easy If There Is A Provision To Transfer Money From Sellers Account To Buyers Balance(https://www.seocheckout.com/balance)

There is no need to transfer from seller funds to buyer funds since you can order using either. Both are eligible for balance purchases the only difference is you can't withdraw balance only funds. Perhaps you could elaborate?

I always just pay directly from paypal, there are no incurred fees for doing this on your end so there is no sense in transfer
