Guys,
One of my clients under trial with a local authority which wants to ban his website from the entire state but not from other states and countries.
Currently the website is voluntarily suspended and put under maintenance. Because he doesn't want to lose sales I was thinking of the following solutions:
#1 redirect the website to a new domain before of the banning: will I rank if the old domain gets banned? if so, will it loose rankings?
#2 What if the homepage is kept under maintenance in order to show I behave well so I don't get the domain banned, but I run all the landing pages that give traffic. Will it loose rankings?

Google doesn't like redirecting to other sites with no content. People do it but not a good idea.
Bijan You will probably lose your ranking if you keep it suspended for too long. Better just have a simple html page explaining what is going on rather than suspending the entire website.
