I got a notification from YouTube that this person is "following" me. I'd like to know why? when I've never posted a video and can I refuse?
Please Tell Me Why would I have a follower on YouTube when I haven't posted a video?

The reasons could be many. One of the reasons could be that you've replied to another video and someone appreciated your answer and followed you because of that. That's actually a perfect way of building reputation and credibility.
Your comments and replies can function as a stepping-stone to building your own youtube channel and gaining lots of followers and subscribers. It all comes down to the quality of your answers and if people see's your comments as a contribution or not. You should obviously always comment on other related channel's videos to gain the most exposure to your own channel.
