What do you mean by creating a blog for SEO purpose? Do you mean to ask creating a blog to promote your primary website and using it to optimize your website , or creating a blog to sell SEO expertise?
If you want to create a blog to promote your primary website, it is not a good idea. When search engines discover that both of the websites are from the same IP, they might punish you.
