I could not confirm that it was ranked on my end, is there a problem with the cache, etc. as the seller says?

some time showing result late because your site is different language
your site showing in google search with your keyword
i think some time history and cached issue

What I am concerned about:

I'm looking it up on Google Search Console, so I think I'm most certain.
Is it possible that that could be a cache issue that is preventing it from showing up?
If there is no trace of ranking in Google Search Console, does that still mean that it has never been ranked?

The seller says that my site is currently in the 78th position.
I visually checked Google and did not see my site in the 78th position the seller says it is.
I checked 150th position on Google in Japan and Google in the U.S., respectively, but could not find it.
