Withdraw added funds to PayPal?

So I had $5 withdraw able balance on seocheckout. The minimum for withdrawing is $15, so i decided to use Jordan's add funds to your balance gig, and bought quantity of 7.

My balance is now $15. The thing is, it says only $5 is available for withdrawal. Why is this? Shouldn't I be able to withdraw my whole balance? This is really starting to tick me off.

You can withdraw only money which you earnd trough selling services. Other money you can use only for buying.
