Can I withdraw my 100$ through paypal as a level one seller?

I am little confused about withdraw system because I found
the following answer in one question:

"but you cant withdraw your balance because Seocheckout don't allow you to withdraw more 4$ and paypal don't accept less 10$ . for this reason? you must level up to level2 So you can withdraw your money."

So I want to know If I can not up my level from one into level two
then will I not able to withdraw my money of 100$?Can anyone
answer me correctly please?

You can withdraw your money, 7 days ago I withdraw my money on PayPal, I didn`t have any problems ;)

Why not ? You can withdraw your money using paypal.........No problem..

I think if you are a level 1 seller then the payment will go under verification and the amount will be transferred to your account after manual verification..

And if you withdraw 4$ also its no problem because your amount will be automatically withdrawn to your bank account (if you are an Indian).
