Because it's a two-way street. You've got to give to get. Value doesn't come just from having followers, a ton of followers by themselves will do absolutely nothing for you, and a bunch of shares that get new engagement will actually hurt your SEO not help it. Social signals become a ranking signal for the search engines when you take into account what happens after youre or content is shared. If it gets 10000 shares on Facebook, and not one single person liked reposted or commented on it, what do you think the search engines are going to interpret that to mean? That it is useless unimportant and uninteresting to the end user and therefore it'll demoted if anything. Meanwhile, if 20 people share your post or link, and each of those 20 posts results in 10 likes, 3 shares and a few comments each, (20 shares bringing 260 engagements) even even much smaller number total actions, the higher per capita engagement would actually be a strong signal of relevancy as interpreted by Google and Bing.
