The best way to resell a service from here is to start your own SEO website and sell packages on it. You can cherry-pick the services from here, I like picking Level 3+ members and reselling their services, then you will write up custom pages related to the service you're reselling.
If you're reselling a bulk backlink package then in the description of your own service you'll need to talk about the backlinks, where they will be placed, what type of authority they will have, and how well they will work on new sites as well as aged sites that have done plenty of SEO. If you can keep people reading about the services you're reselling, they will likely pay you for it, and that means you could make 200% profit or more after you come here and purchase the service with your clients' information submitted.

There are a bunch of ways you can get paid other than PayPal. You can set up an account with Authorize.net, Skrill, Payoneer, etc. I only accept PayPal on my site because I get less fraudulent purchases than when I would accept payments through something like Authorize.net
I do like using 2checkout.com (2co) for my credit card processing because they seem to have a pretty good handle on fraudulent purchases and they tend to not go through when trying to purchase from me. That means I don't have to worry as much when I get a credit card purchase because 2co is monitoring the transactions and flags suspicious payments based on my settings. If the payment seems to come from an account that might be fraudulent, I won't submit the order right away, and I'll tell the buyer there is a 5-day hold on all credit card purchases.
