I'm sorry for your experience so far
There will be bad sellers on every platform you go on, no matter the industry, but that doesn't give the seller you worked with an excuse to be unresponsive.
I would highly suggest messaging the seller, seeing how long it takes them to respond, and ask for a mutual cancellation. If the seller does not want to go through with a mutual cancellation then you can open a support ticket and try to get this resolved. If they respond with "I was sick" or "I was out of town" then use your good judgement to determine if they were genuine.
By the way, is your order late or is the seller just not responding? If the order isn't late, then this discussion makes no sense, and I would advise you to wait until the order is past due before taking action. Now, if the order is late and the seller is non-responsive, then you should request a mutual cancellation and get your money back. If the seller really isn't logging in to see the sales, work to be done, answering questions, etc. then the mutual cancellation will get auto approved and the funds will go back into your account. If the seller denies the mutual cancellation, I would highly suggest you contact the support team and see if they can do anything to fix the problem. You can find them here: https://ionicware.zendesk.com/hc/en-us/requests/new
Only contact support if the work is late and the seller is non-responsive. If you contact before then, they will likely tell you the seller still has time to complete the work, and you should contact them again if the order doesn't finish successfully.
You need to be patient with the seller because they could just tie up your money if you're instantly angry because of something small. People can be petty, so you be the professional, and it will look better for you in the end if the support team has to step in.
******* EDIT *******
It looks like you came to an understanding with the seller and gave him a positive review.
