It would be useful if you could try to provide some more information because there is not much anyone can do to suggest to you any software that you could use to start a small business with. Is there a certain niche or industry that you want to go into? Are you able to spend anything to buy a software or are you looking for a free one?

Well, I don't actually get your question or the point you are heading to, but if i can put your tenses together, i guess you mean, re-selling soft-wares?, like selling people's software at a higher rate to earn profit, well it's really a good business, if you have a blog or website. You can look out for software with third party permissions, you can check out indigitalworks , and see their products or software you feel is cool for you and you can resell. But always check out the copyrights,all terms and permissions, before you ignorantly infringe on people's software. And get your ass in jail.

Maybe I understood your question wrong but I take it that you personally want to develop a software and then build a business around it? If yes, then I assume that you have some sort of coding and developing skills.

Depending on what languages you know you can develop so many different things. The best way is to first try and find a problem or issue that many people have and try to develop a software that solves it. I think that is the best approach. Then start building around it.

Your question sounds vague. You have to define your requirement and find out what you want. You have to find out what you can make. For example are you good making database applications or some GUI? I am sure things such as that surely changes the way things are into the business. I have personally found out that if you want to get into the business of software then you have to find out what client wants. That's how the things can be fixed. I personally try to avoid the software business because its too much work.

Hmm. You should probably ask yourself that. What software do you think could help you sell your business? And what would that business be? And also, where are you planning to sell your business and who are you target customers? So many questions that needs so many answers but only you can answer them! D:
