Google frowns on site wide backlinks

According to Matt Cutts in this recent SEO video, Google frowns on 'spammy site-wide links' on a site. So what does that say about the value of forum backlinking? If you think about it, a forum backlink could be considered a 'site wide link' as it links from EVERY forum post, across the site. And, if you watch this video, you'll see how he clearly states that side wide links that are spammy in nature (not related to or belonging to the site they occur on) are frowned upon by Google.

What's your thoughts on how this affects forum backlinking and also blog commenting?

It is not suggested to believe everything that Matt cutts or Google has to say on SEO. Because they are not going to reveal their algo, specially for link building. You should concentrate doing, what is working for your website.
