They have pagespeed insights. Take a look at it. It actually visits your page like a normal person would buy also calculates all metrics of speed and efficiency.
I've also heard they get speed back from chrome and Firefox (or anything with their toolbar installed). When it comes to the algorithm of search engines, those are their trade secret. When Google was starting, it was boasting about its speed in the searching process that it even said that no search engine can match it. I agree to that. But now it is not really the speed that matters much. I had read a discussion about the personal bench marking that Bing was quicker than Google.
