This could really benefit a local business. Hopefully, Google does not give local space to sites that are not based on a local business

Do you mean by Google is the Google Plus where we can create a profile and a page for business? This is not to override Google Plus but I think Facebook is most popular for the local advertising because it has a matrix on the locality of the users. My take on Facebook Page is that it can get a target market by being specific with the area like a country of a state and the posts can be focused on that direction.

Most likely though, i'd simply use Facebook rather a stand alone blog as they have automatic credibility. Any specials/discounts/company information you need to offer can be listed on the Facebook fan page.

If your website deals with local business it is always better to focus on local business in order to succeed online. If your website is related to pet adoption in Florida than you should always have keywords such as Florida pet adoption, pet adoption Florida etc. If your business is based in Miami Florida, your keywords should mention that for example Miami pet adoption, pet adoption Miami etc.

What I understand with local business is a business located in your country or in your state. When you do SEO on a website with local business you should focus directly on being local. One suggestion is to use the language of your origin or words and phrases that are common to the locality. For example the business is located and primarily operating in Metro Manila then you probably need to include Metro Manila frequently in your contents.
