What's the best free website builder for backlinking?

I have an SEO project for a client and he wants fifty Web 2.0 type sites to be built. These sites would mostly be for backlinking to tier 1 pages. I know about Webs, but not too familiar with many other free web builder sites. Can you suggest sites where I can build a very professional looking site for backlinking easily and without cost?

Weebly is one of my favorite free web builders for easy sites. I'm not sure if the links from that site are do follow. You would have to check that out for yourself.

Thanks for this list. I didn't realize there were so many Web 2.0 sites for backlinking. And, actually, I didn't know Lycos was still in business. Are you sure this is a current list?

The trick is to buy tumblrs and weeblys and such which are expired and up for re-registration but at the same time have a high PA and PR left from before along with tons and tons of backlinks. Well this is what some people do anyway. Why do you think there is such a huge market for expired tumblrs and weeblys?
