Google insists that webmasters not make the Adsense look too much like site content or site navigation, meaning you can't trick someone into thinking the ads are content or part of the site. So you have to distinguish the ads in some way or label them as ads.
But, look at the search results on Google search and you will see the ads there nearly look like search results. So Google is tricking the search engine user into clicking ads. Yet, they won't allow a blogger to do anything similar.
Google allows themselves free license to do whatever they want, but insists that webmasters adhere to another policy. Supposedly, they are just concerned about wasting the advertiser's dollars. But if that's true, then how come they try to trick search engine users so blatantly?

Whenever I see an ad result that comes up in search that I'm actually interested in, I will manually copy the url into a new browser window to visit the website rather than click through the ad itself, so as to not give Google any ad revenue from my click. They don't deserve the support of webmasters they seem to like screwing around. They try to inflate an Adwords campaign cost so you are forced to increase your budget. They did it with me plus disqualifying my ads that were exactly the same as my competitors selling the same product, but I refused to pay more, so they dropped mine. They get sleazier every year.
