EU VAT regulations concerning the supply of Digital Services change on January 01st 2015 From January 1 2015, The place of taxation will be determined by the location of the consumer, not the location of the supplier.
This essentially means that businesses will need to pay VAT to each country where sales originate.

This has an effect on everybody no matter where they are based, but is dependent on where the customer is based.
