What happens when someone orders my service, but does not make the secondary request to attach additional information? The information that is needed to actually start the order? I do not receive any money, but they have paid for the service through their own means.
Does the request eventually get refunded to them? Does SEO just keep the money? Does it just wait in limbo?

You don't get an option to cancel the order. We get the e-mail notification that an order has been started and that the client still needs to submit instructions for the seller. So there's no chance for us to act. All we can do is maybe send them a private message and ask them about it. If they do not respond, the order never even starts processing.

In Refund Policy, Seocheckout write:
"Refunds are only given if work has not been delivered by the seller. This means the seller is not responding to you nor has made any attempt to deliver your ordered work.
Refunds will not be given for disputes (work delivered but rejected), balance purchases, or for any other reason except undelivered work. Funds will be returned to your Seocheckout balance for future balance purchases."
Because the type of this case is included in undelivered work, I think Seocheckout will refund the money to the buyer.
Sorry if my english bad, it's just my opinion, for the exact answer, i'm not sure. If you are the seller, I think it's good for you to do "cancellation".
