well the best way to check if any domain is banned by google is just enter the domain name at google and see if any results are appearing in the search results also check the whole urls of any pages of that domain, if it not comes in the search results... then the domain is 100% banned by google.

I am not an authority on this subject by my take is the simple search of the domain name using Google. If the site has an issue with Google then I guess it will be noted in the search list otherwise the search list will be normal with the link of the domain name. It is a good measure to always search the domain when checking even websites that are for sale just to be sure of the quality.
