If your forum is not popular and it's been awhile since you opened it, will you resign yourself to shutting the forum down?

Just depends how long the forum has been up. You could sell the forum or simply assign it to someone else if you can't take care of the forum any longer.

Why give up so easily? You could hire someone to promote your forum on other forums. This person could be on your staff or you might pay them on a micro job site to promote your own site. They would post and leave signature links or place ads on the forum ad section.

Especially true, considering all the money that goes into yearly domain name and hosting.

Post exchanges can be a good way to jump start an inactive forum and can actually result in long term members, if they like hanging out on your forum. The key is to cultivate each new member and make them feel welcome and valuable.

Yes I have been a member on a few forums where I do not feel welcome and I hate that. It makes me really not want to visit anymore.

When you say the forum is not popular, I take it that there is no activity and probably no new members coming in. If I am right on my presumption, did you not realize the problem and solution? When there is lack of activity then you must create new contents by yourself or by someone, perhaps a paid content provider. When there are few members then it is imperative to gather people. And you can do that by promoting your forum in social media. But before that, perhaps you can seek the help of the people in your circle particularly your family and friends.
